Mrs. Massengill moved to accept the Agenda for the Board of Trustees Special
Meeting of Tuesday, September 6, 2005, as submitted. Seconded by Mr. Edwards.

CLOSED SESSION
At 7:01 p.m., it was moved by Mrs. Massengill and seconded by Mr. Edwards
that a closed session be called for the purpose of discussing:

POAM Contract Draft Patrol Officers and Dispatch
COAM Negotiations
AFSCME Negotiations
This is a permissible purpose under the Michigan Open Meetings Act, Public Act
No. 267 of 1976, Article 15.268, Section 8, Paragraph (c) and (e).
Ayes all on a roll call vote.
At 10:42 p.m., it was moved by Mrs. Massengill and seconded by Ms. Arnold to
return to open session.

J.1 National Incident Management System (NIMS)
Resolution
Resolution No.
05-09-06-30
Supervisor Reaume addressed the Board and explained the need for adopting the
NIMS System to maintain grant funding.
Ms. Arnold moved to approve Resolution No. 05-09-06-30, adopting the National
Incident Management System in the Charter Township of Plymouth, Michigan.
Seconded by Mr. Mann.
Ayes all on a roll call vote.
A copy of the Resolution is on file in the Clerks office for public perusal.
J.2 DBA Fixed Price Contract Proposal/New Water
Tower
Ms. Arnold moved to postpone Item J.2, DBA Fixed Price Contract Proposal/New
Water Tower, for up to 60 days. Seconded by Mr. Edwards.

J.3 New Township Hall and Fire Station Addresses

Mrs. Massengill moved that the new Fire Station be addressed as 9911 Haggerty
Road and that the new Township Hall/Police Station be addressed as 9999 Haggerty
Road. Seconded by Ms. Arnold.

J.4 Request for Rate Increases from Township Engineer
and
Attorney Dietrich, Bailey
& Associates; Hemming, Polaczyk,
Cronin, Smith, Witthoff &
Bennett, P.C.
In their discussion on the proposed rate increases, the Board noted the fees
have not been increased in six years for the engineers and since 1997 for the
attorneys.
Mr. Curmi moved to accept the increased hourly rates as outlined below for
Dietrich, Bailey and Associates, effective October 1, 2005. Seconded by Ms.
Arnold.

Reg. Engineer 70 Eng. Technician 52
CADD 48 Inspection 60
Clerical 38 2-Man Survey Crew 110
Ayes all.
Mr. Doroshewitz moved to increase the rates of Hemming, Polaczyk, Cronin, Smith,
Witthoff & Bennett, P.C., to $125 per hour for partners and $110 per hour for
associates, effective October 1, 2005. Seconded by Ms. Arnold.

J.5 Compensation Commission
The Board discussed various aspects of continuing the five-member Compensation
Commission who meet and submit for Board approval the salary increases of
elected officials, but did not take action on this item.
J.6 Miller Family Park Improvements
The Board discussed possible improvements to Miller Family Park, but took no
action on this item.

Mr. Edwards moved to adjourn the meeting. Seconded by Mr.
