Board of Trustees Minutes
November 1, 2005

Supervisor Reaume called the meeting to order at 7:04 p.m.

MEMBERS PRESENT:
Richard Reaume, Supervisor
Ron Edwards, Treasurer
Marilyn Massengill, Clerk
Kay Arnold, Trustee
Charles Curmi, Trustee, arrived at 7:07 p.m.
Robert Doroshewitz, Trustee
Steven Mann, Trustee

D.  APPROVAL OF AGENDA

Special Meeting - Tuesday, November 01, 2005

Mrs. Massengill moved to approve the agenda for the Board of Trustees Special Meeting of Tuesday, November 1, 2005, as presented.

J.  NEW BUSINESS

     J.1  Communications System for new Police Station

Police Chief Tiderington and Assistant Police Chief Smith presented material denoting pros and cons and estimated average costs for the following three options:

    1.  195’ Tower at Township Hall
    2.  Michigan State Police Radio System
    3.  Water Tower and 100’ Tower at Township Hall

Board members then discussed the options and other possibilities with Chief Tiderington and Assistant Chief Smith.

     J.2  COPS Grant

Chief Tiderington informed the Board of the availability of the COPS Grant that would provide $25,000 for three years to pay for the cost of a new police officer. The COPS funded position must be retained for at least one full budget cycle beyond the budget year in which the federal funding concluded.

The Board discussed the possibilities of a departmental retirement and long-term disability as factors in hiring an additional officer and whether funds for the Township costs are available.

     J.3  Non-Represented & Retired Employees Health Plan Options

The Board discussed the policy and medical care plans for non-represented and retired employees and reviewed current and estimated renewal rates.

     J.4  Intergovernmental Fire Service Agreement

Supervisor Reaume, Treasurer Edwards and Trustee Doroshewitz discussed with Board members the differing positions of the City and the Township. Mr. Edwards presented figures for 27 Firefighters, 4 Administrators and 1 Administrative Assistant and figures for 24 Firefighters, 3 Administrators, and 1 Administrative Assistant. The next meeting with the City is scheduled for November 8.

K.  SUPERVISOR COMMENTS

Mr. Reaume indicated a tour of the new Township Hall complex is scheduled for 9 a.m. on Saturday, November 5. Those interested in the tour should meet at the site.

The Board discussed attempts to assist Consumer’s Power in obtaining a current pipeline easement.

Mr. Reaume noted trying to obtain Plymouth Youth Commission bylaws from Mrs. Durosh, who is out of the country for a month.

L.  TRUSTEE COMMENTS

Mr. Mann asked when the street lights would be activated in the Ann Arbor Road corridor. Mr. Reaume noted MDOT would be activating them as soon as possible.

Mr. Curmi presented an idea for the next newsletter regarding requiring trash cans to be stored so they’re not visible from the road based on a request from a resident..

Ms. Arnold reported that the alternate carpet for the Township Hall she was asked to inspect was of inferior quality and color.

Mr. Edwards moved to adjourn the meeting. Seconded by Mr. Reaume.
