September 9, 2002


Chairman Mann called the meeting to order at 4:10 p.m.

IV. Minutes of August 12, 2002, meeting.

Moved by Mr. Cook, seconded by Mr. Grutza, to accept the minutes of the meeting of August 12, 2002, as presented. Ayes all.

V. Old Business

     - Screening Wall Design Alternatives - Cost Information 

Terry Croad presented per linear foot prices for the following types of walls:

     1. 6-ft. poured concrete, stamped brick wall design $110

     2. 6-ft. poured concrete, brick veneer on one side, 
         stamped brick on other side, with limestone
         cap $220

         With brick veneer on both sides $330

     3. 6-ft. masonry with brick veneer on both sides $340

He said the limestone cap would run $40 per linear foot and the concrete cap would be $20 per linear foot. The prices include brick offset piers a maximum of every thirty feet.

Mr. Pratt noted the Planning Commission is currently requiring screening walls with brick on both sides where commercial areas abut residential properties.

Mr. Grutza asked if existing concrete walls could be brick faced, and Mr. Croad responded that they could, depending on their condition. Mr. Croad was asked to check on the prices for brick facings.

Moved by Mrs. Karell, seconded by Mr. Kolb, to adopt standards for screening walls to include brick on both sides, a concrete cap, and brick offset piers a maximum of every 30 feet. Ayes all.

VI. New Business

     - Summary of Bus Tour 

The Board discussed the type of flags allowed. Mr. Mann said they can be decorative, but without advertising the business, such that would fall under the sign ordinance.

     - Review of Prototype Streetscape Cross-section

Moved by Mrs. Karell, seconded by Mr. Cook, to tentatively adopt the proposed Streetscape Prototype Cross-section with the recommended changes. Ayes all.

     - Site Plan Review Process for Sites in the DDA Area 

The Board was in concurrence with the Site Plan Review Process.

     - New Liberty Bank:
       Planning Commission Conditional Approval of Site Plan 
       Copy of Site Plan 
       Memo from S. Hodges on Site Plan 

The Board's comments were to be conveyed by McKenna Associates to the applicants from New Liberty Bank.

VII. Public Comment

Mr. Pratt commented it was helpful from his perspective as a Planning Commissioner to get the comments from the DDA.

VIII. Adjournment

Moved by Mrs. Karell, seconded by Mr. Kolb, to adjourn. Ayes all.


Mr. Mann adjourned at 5:50 p.m.
