Downtown Development Authority Board Minutes
August 11, 2003

Chairman Mann called the meeting to order at 4:07 p.m.

IV. Minutes of the May 12, 2003 Meeting

Moved by Mr. Bohlander, supported by Mr. Grutza, to approve the minutes of the meeting of May 12, 2003, as submitted. Ayes all.

VI. New Business

    A. Meridian Office Building; 41061 Ann Arbor Road – Comments
        in light of revised screening wall prototype.

Sally Hodges of McKenna Associates addressed the members regarding the screening wall prototype. After discussion by the members, it was decided to recommend the elimination of the brick piers every 60 feet, however, decorative structural transitions were to be used. Mrs. Hodges stated she would report these recommendations to the Planning Commission.

    B. Update on the Ann Arbor Road Streetscape Project, Haggerty
        to Eckles (TEA-21 Grant)

Mr. Mann addressed the members regarding the TEA-21 grant. He stated the Township was awarded $717,323 for the TEA-21 grant last week. Mrs. Hodges gave a summary of the process to the members. She stated MDOT has emphasized they intend to work closely with the Township on this project.

    C. DDA Budget Proposal

        1. Resolution No. 03-08-11-01-DDA
            Proposed 2003-2004 Plymouth Township DDA Budget

The Resolution reads as follows:

WHEREAS, the Township Supervisor has presented the Proposed 2003-2004 Budget for the Plymouth Township Downtown Development Authority; and

WHEREAS, the Board of Directors have been advised of the contents of said budget;

NOW, THEREFORE BE IT RESOLVED, that the Plymouth Township Downtown Development Authority Budget be approved as presented:

The foregoing Resolution was moved by Mr. Bohlander. Supported by Mr. Cook. Ayes all on a roll call vote.

    2. Resolution No. 03-08-11-02-DDA
        Deficit Elimination Plan

The Resolution reads as follows:

WHEREAS, the Plymouth Township Downtown Development Authority (DDA) was created on December 11, 2001; and

WHEREAS, the planning, development, and creation of the DDA required an appreciable amount of time, effort, and expenses for professional and consulting services; and

WHEREAS, by the simple nature of a DDA, revenues are not generated until the year following formal creation of the DDA, and revenues generated during early years of a DDA may be nominal; and

WHEREAS, the initial expenditures for the DDA have outweighed revenues, thereby resulting in a deficit for year ending December 31, 2002; and

WHEREAS, any governmental entity ending its fiscal year in a deficit must create a deficit elimination plan;

NOW, THEREFORE BE IT RESOLVED, that the Plymouth Township DDA hereby intends to eliminate said deficit by December 31, 2004, as provided for in the attached budget for calendar years 2003 and 2004.

The foregoing Resolution was moved by Mr. Bohlander. Supported by Mr. Cook. Ayes all on a roll call vote.
