ITEM NO. 1 -- APPROVAL OF MINUTES

1. Regular Meeting – April 21, 2004

Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the minutes of the Regular Meeting of April 21, 2004, as presented.

Ayes all.

2. Work Session – May 5, 2004

Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the minutes of the Work Session of May 5, 2004, as presented.

Ayes all with Commissioners Karell and Sturdy abstaining because they were not present at the meeting.

ITEM NO. 2 -- APPROVAL OF AGENDA

1. Regular Meeting – May 19, 2004

An addendum to the agenda was presented which included a revised request for Item 3 (1), Application 1812, Set Date for Public Hearing and the addition of No. 3, Talon Homes, under Item 5, Old Business.

Moved by Commissioner Davis, supported by Commissioner Arnold, to accept the Agenda for the Regular Meeting of May 19, 2004, as amended.

ITEM NO. 3 -- SET DATE FOR PUBLIC HEARING

Amy Neary of McKenna Associates reviewed their report, Stephanie Harbour reviewed the report of Dietrich Bailey Associates, and the Fire Department report was received.

Mr. Michael Rein of Bowers & Rein, representing applicant Joe Patti, addressed the Commission,
presented plans and answered questions.

Chairman Cebulski opened the Public Hearing at 7:35 p.m. There being no public comment, he closed the Public Hearing at 7:36 p.m.

The Planning Commission indicated that the common open space concept was not approved and that one building may have to be deleted to satisfy the requirements and expectations for a Planned Unit Development. Additionally, the Commission indicated that more brick would have to be provided on the building elevations. These items are to be reviewed for approval with the site plan.

Moved by Commissioner Davis, supported by Commissioner Arnold, to recommend to the Board of Trustees approval of the Planned Unit Development Option for Application 1836/0304, Joe Patti.

ITEM NO. 5 -- OLD BUSINESS

Mr. Ken McQuade of Associated Construction Services addressed the Commission, presented plans, and answered questions.

Moved by Commissioner Sturdy, supported by Commissioner Arnold, to grant site plan approval for Application 1834/0304, Associated Construction Services, subject to McKenna Associates review and acceptance of the landscaping adjustments on the north property line, and subject to the Township Engineer’s recommendations or approval in connection with their report.

Ms. Neary and Ms. Harbour reviewed the reports of McKenna Associates and Dietrich Bailey Associates respectively, and the Fire Department report was received.

Mr. William Pulte addressed the Commission, presented plans, and answered questions on behalf of the Archdiocese of Detroit.

Moved by Commissioner Davis, supported by Commissioner Arnold, to recommend final approval of the St. John’s Complex Planned Unit Development Site Plan and PUD Contract, Application 1837/0304, subject to approval of the contract documents by the Township Attorney and subject to all conditions being met in the reports of McKenna Associates, Dietrich Bailey, and the Fire Department.

Mr. Michael Polsinelli of Talon Homes addressed the Commission and explained the reasons for requesting landscape screening of the condenser units. He also requested permission to reverse the elevation of the westerly unit of Building No. 5 by relocating the door to allow a window in the living room on the side.

Moved by Commissioner Davis, supported by Commissioner Arnold, that prior to action on Buildings 3 and 5 of Plymouth Village, information from a sound engineer be provided to the Commission to aid in their decision. However, Buildings 1, 2, 4, and 6 are allowed irrigated landscape screening of condensers as requested and that the westerly unit of Building No. 5 be allowed to have the elevation reversed.

ITEM NO. 10 -- BOARD OF TRUSTEES ACTION

1. At the meeting of May 11, 2004 the Board of Trustees approved Application 1826, to rezone the subject property from R-1-S, Single Family Residential to OS, Office Service.

2. At the meeting of May 11, 2004 the Board of Trustees approved Application 1830, to rezone the subject property from R-1-E, Single Family Residential to R-1-H, Single Family Residential.

Moved by Commissioner Davis, supported by Commissioner Barberena, to adjourn the meeting.
