Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the minutes of the Regular Meeting of September 21, 2005, as presented.

    2.  Special Meeting – October 5, 2005

Moved by Commissioner Davis, supported by Commissioner Pratt, to approve the minutes of the Special Meeting of October 5, 2005, as presented.

Ayes all.

    3.  Work Session – October 5, 2005

Moved by Commissioner Davis, supported by Commissioner Pratt, to approve the minutes of the Work Session of October 5, 2005, as presented.

Ayes all, with Commissioner Arnold abstaining because she was not present at the meeting.

ITEM NO. 2 -- APPROVAL OF AGENDA

  1.  Regular Meeting – October 19, 2005

Chairman Cebulski noted the addendum to the agenda, Application 1885/0605, Donald Treder, DJT Development, under Item 8—Other Planning Commission Business.

Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the agenda for the regular meeting of October 19, 2005, as amended.

ITEM NO. 3 -- SET DATE FOR PUBLIC HEARING-N/A

ITEM NO. 5 -- OLD BUSINESS

Sally Hodges reviewed the report of McKenna Associates, Michael Bailey reviewed the report of Dietrich, Bailey and Associates and the Fire Department report was received.

Terry Sever and John Nagy presented plans and brick samples and answered questions on behalf of Leo Soave Developments, LLC.

Moved by Commissioner Pratt, supported by Commissioner Barberena, to recommend to the Board of Trustees approval of the Final Preliminary Plat, subject to all the conditions listed in the Recommendations section of the Dietrich, Bailey and McKenna reports prior to being placed on the Township Board’s agenda, with special emphasis on the following in the McKenna report.

Item No. 2 - that the subdivision documents must include the homeowners’ responsibilities for the pump station, and that a copy of the quarterly pump station maintenance reports be sent to the Township.

Item No. 6 - that instead of reading “building permit”, it should read “certificate of occupancy”

Items No. 9, 10, 11 and 12 - that those items be adjusted prior to the application being sent to the Board of Trustees.

And that the documents, as adjusted, be reviewed and approved by the Township Attorney prior to sending to the Board of Trustees.

Moved by Commissioner Pratt, supported by Commissioner Barberena, that approval be granted the Landscape Plan as presented in Application 1881/0505 Leo Soave Developments, LLC, subject to those items in the McKenna report specific to the landscape plan and also subject to the Dietrich, Bailey and Fire Department reports.

The report of McKenna Associates was reviewed by Sally Hodges, Michael Bailey reviewed the report of Dietrich, Bailey and Associates, and the Fire Department report was received.

Harold Domke, Director of Facilities for Robert Bosch Corporation, addressed the Commission and answered questions. Jack Bulow of Harley Ellis presented drawings and building materials. Rich Dombrowski and Jerry Philo of Harley Ellis explained in detail the proposed storm water management system.

Moved by Commissioner Davis, supported by Commissioner Sturdy, to approve the final development plan as requested in Application 1896/0805, Robert Bosch Corporation, subject to all 17 conditions of the McKenna report (removing the first sentence from Item 3(h) and changing a portion of Item 6(b) to read “This amount must be calculated by the Township, and the funds deposited with the Township prior to issuance of a Certificate of Occupancy.”), the report from the Fire Department, and two issues from the Dietrich, Bailey report which are:

1) The Planning Commission accepts the alternate design for landscape area protection from vehicles with the use of bumper blocks and barrier boulders.

2) With the granting of Final Development Plan Approval, the applicant acknowledges that the storm water management system proposed for this project will have unique maintenance and operational issues that they are prepared to accept and that they hold the Township harmless from any adverse impacts.

Mr. Tim Zowodny of DeMattia Group addressed the Commission, presented plans and answered questions.

Moved by Commissioner Davis, supported by Commissioner Pratt, to grant tentative site plan approval for Application 1898/0905, Perfection Bakeries, Inc.

Samer Sinawi, architect, presented plans and answered questions.

Moved by Commissioner Pratt, supported by Commissioner Barberena, to approve the building
facades as presented for Application 1899/1005, Plymouth Plaza, with the conditions that his approval does not include any signage approval, and that the colors will compliment the colors in
the brick.

ITEM NO. 7 -- ANN ARBOR ROAD SIGN REQUESTS

James Alt and Fred Zeitler addressed the Commission and answered questions.

Moved by Commissioner Pratt, supported by Commissioner Arnold, to approve the ground sign as
presented in the drawing dated 9/1/05 for Application 1888/0705, Bally Total Fitness, eliminating
the “Bally Total Fitness” lettering in the logo portion of the sign and subject to the conditions in the
McKenna report.

Mr. Treder of DJT Development addressed the Board and answered questions.

Moved by Commissioner Davis, supported by Commissioner Barberena, to approve the modification to the site plan, eliminating the Northville Road sidewalk, as requested in Application 1885/0605, Donald Treder, DJT Development; and that funds be deposited in the Township’s Improvement Revolving Sidewalk Fund equal to the cost of the sidewalk, amount to be calculated by the Township, prior to the issuance of a Certificate of Occupancy.

AYES: Davis, Barberena, Cebulski, Litwin, Postell, Pratt, Siedlaczek.
NAYS: Arnold, Sturdy.

ITEM NO. 9 -- COMMUNICATIONS &/OR INFORMATION-N/A

ITEM NO. 10 -- BOARD OF TRUSTEES ACTION

1. At their meeting of September 27, 2005, the Board of Trustees approved the General Development Plan, Planned Unit Development Contract, and Documents for Plymouth Towne Square as requested in P.C. Application 1891/0705 subject to conditions.
