Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the minutes of the Regular Meeting of October 19, 2005, as printed.

Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the minutes of the Work Session of November 2, 2005, as presented.

ITEM NO. 2 -- APPROVAL OF AGENDA

     1.  Regular Meeting – November 16, 2005

Chairman Cebulski indicated there had been a request by the applicant to remove from the agenda Application 1902/1005, Plymouth Towne Square, Request for Approval of Final Development Plan, under Item No. 6, New Business.

Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the agenda for the Regular Meeting of November 16, 2005, as amended.

ITEM NO. 3 -- SET DATE FOR PUBLIC HEARING

Sally Hodges reviewed the report of McKenna Associates, Michael Bailey reviewed the report of Dietrich Bailey Associates, and the Fire Department report was received.

Pat Lennox, working for the developer, and John Millington, owner/operator, addressed the Commission, presented plans and materials, and answered questions. They reviewed items listed in the McKenna report.

Moved by Commissioner Davis, supported by Commissioner Barberena, to grant final site plan approval for Application 1894/0805, RT Detroit Franchise, LLC for Ruby Tuesday, subject to all conditions being met in the reports of McKenna Associates, Dietrich Bailey Associates and the Fire Department; specifically in the McKenna report that 1(a) the awnings are acceptable, 1(c) denser landscaping will be planted in the northeast corner to screen the dumpster area from Beck Road view, 1(d) no LED lighting will be around the roof of the building, (2) the site plan identifies a 45-ft. wide access, (3) there will be 143 9-ft. wide parking spaces, 4(d) the building, by having a door on the south façade, will allow a sign but it must be smaller than the one shown and comply with the ordinance size requirements, 4(e) the curbside pickup sign will be
removed (taken away), 4(f) the window signs must be dimensioned to be no more than 20%, (5) the gate of the dumpster screening enclosure may be metal as shown and does not have to be steel reinforced wood, 6(a) the shrub hedge will be extended along the entire length of the east frontage, 6(e) nine street trees will be added along Beck Road between the curb and sidewalk.

The reports of McKenna Associates and Dietrich Bailey Associates were reviewed by Sally Hodges and Michael Bailey respectively, and the Fire Department report was received.

Mr. Tim Zawodny of DeMattia Group presented plans and materials and answered questions.

Moved by Commissioner Pratt, supported by Commissioner Barberena, to grant final site plan approval for a building addition for Application 1898/0905, Perfection Bakeries, subject to all items being met listed in the McKenna report; specifically that in Item 2 the banked parking is approved, that in Item 3 no signs are approved as part of the site plan approval process, in Item 4 that the screening of the relocated trash compactors (by the contiguous trucks) is adequate, Item 5 that the building materials, although it’s understood that they can’t be matched exactly, that it is encouraged that materials cited as preference materials (Best Block B51) be used to match the materials currently on the building, that item 6 the 8-ft. tall fence for security reasons is approved, and no additional screening is being required in the back. Also, that the items be met which are noted in the reports of the Fire Chief and Dietrich Bailey Associates.

Moved by Commissioner Davis, supported by Commissioner Pratt, to grant tentative site plan approval for Application 1900/1005, Campbell/Manix, Inc., for Schoolcraft Corporate Center.
