Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the minutes of the Regular Meeting of November 16, 2005, as printed.

ITEM NO. 2 -- APPROVAL OF AGENDA

1. Regular Meeting – December 14, 2005

Chairman Cebulski indicated there had been a request by the applicant to have removed from the agenda Application 1904/1105, DJT Development, Inc., Request for Approval of Site Plan, under Item No. 6, New Business.

Moved by Commissioner Davis, supported by Commissioner Postell, to approve the agenda for the Regular Meeting of December 14, 2005, as amended.

Kelly O’Brien of Allied Signs, Inc., addressed the Commission and answered questions.

It was suggested the applicant call the Community Development Department to schedule a meeting to discuss changes in the ordinance and concerns listed in the McKenna report.

Moved by Commissioner Arnold, supported by Commissioner Davis, to table Application 1905/1105, Allied Signs, Inc., for Taco Bell, for up to 60 days.

Seth Shpargel reviewed the report of McKenna Associates.

Mr. Roy Biggs of Plaza Lanes and Mike Nagle, representing the sign installer, addressed the Commission and presented drawings.

Commission members discussed the unique circumstances of the application. The building is located in an industrial park, approximately 400 ft. from Ann Arbor Road. They made suggestions to the applicant for changes to the proposed sign that would bring it to closer to compliance with the ordinance.

Moved by Commissioner Pratt, supported by Commissioner Barberena, to table Application 1906/1105, Plaza Lanes, for up to 60 days.

Mrs. Hodges reviewed the report of McKenna Associates and the Fire Department report was received.

Marcia Butkovich, Architect, and Ted Zuchlewski, Construction Manager for Dunkin’ Donuts, presented plans and materials and answered questions.

Moved by Commissioner Davis, supported by Commissioner Pratt, to table Application 1907/1105, Dunkin’ Donuts, for up to 60 days.

Sally Hodges reviewed the report of McKenna Associates.

Mr. Salem F. Samaan, attorney for the applicant, addressed the Commission and answered questions.

Commissioners made suggestions as to how the sign could comply with the ordinance and be acceptable for Shell corporate requirements.

Moved by Commissioner Pratt, supported by Commissioner Sturdy, to grant sign approval requested in Application 1908/1105, Faisal and Sons Investments for the Shell station gasoline canopy sign at 39621 Ann Arbor Road subject to Items 4, 5, 6, and 7 of the McKenna report regarding this application; with the stipulation and agreement made tonight that the fascia height will be three feet, that the background color as approved is yellow, that the red stripe will go around the bottom of the fascia, that the signs are approved only on the east and west sides of the canopy and they will not extend above the top of the fascia, that the lettering will be separated from the red stripe by six inches or more, that the signs must be individual letter signs, and that there will be no painting of the curb.

Mrs. Hodges reviewed the report of McKenna Associates.

The applicant addressed the Commission and answered questions.

Moved by Commissioner Pratt, supported by Commissioner Davis, to approve Special Land Use to relocate C-Store and Car Wash and add new Oil Change Facility as requested in Application 1901/1005, Ecorse Landing, LLC, at 47365 and 47381 Five Mile Road, subject to the conditions listed in the following portions of the McKenna report:

1) Items 1-10 of the Recommendations section, with the following changes:

A) With regard to canopy colors referred to in Nos. 1 and 2, the colors of the canopy shall be given consideration at the direction of the Commission as to what is appropriate for the site. The Commission hereby requests a copy of Shell Oil Company’s RVI standards for its consideration.

B) In No. 2, delete the sentence “The existing canopy shall be removed.”

C) In No. 5, change last portion of sentence from “at each pump” to “at new pumps only.”

2) The entire General Conditions section, and

3) The Conditions Applicable to Special Uses section, specifically

A) Section 13.2.11, Items a, b, f, and i.
B) Section 13.2.12, Items a, b, and f.
