Meeting called to order at 5:03 p.m. by Acting Chairman Levengood.

ITEM NO. 1 - APPROVAL OF MINUTES

    1. Regular Meeting – February 6, 2003

Moved by Mr. Zdanek, supported by Mr. Sturdy, to approve the minutes of the Regular Meeting of February 6, 2003, as submitted. Motion carried unanimously.

ITEM NO. 2 – NEW BUSINESS

1. Election of Chairman, Vice Chairman and Recording Secretary by members of the Zoning Board of Appeals.

Mr. Zdanek moved to approve the appointment of Mr. Gene Levengood as the new Chairman, replacing Mr. William Steiner. Supported by Mr. Jachym. Ayes all.

Mr. Levengood moved to approve the appointment of Mr. Jim Zdanek as the new Vice-Chairman. Supported by Mr. Sturdy. Ayes all.

Mr. Jachym moved to approve the appointment of Mr. Ray Sturdy, Jr., as the new Secretary, replacing Mr. Joe Bridgman. Ayes all.

Joyce Gosdzinski and Mary Siefert, co-owners of the property, addressed the Board and answered questions. Their neighbor also addressed the Board, having no objection to the variance.

Moved by Mr. Jachym, supported by Mr. Zdanek, to grant the request of Application 1327, Joyce Gosdzinski, for a one-foot variance in fence height, based on evidence of hardship as a result of infrastructure collapse. Ayes all.

The applicant is proposing a six-foot high security fence with barbed wire. The applicant is requesting a variance to allow the addition of barbed wire on the top of an existing six-foot security chain link fence.
Mr. Frank Taylor of Absopure Water Company and Jack Cook, property owner, addressed the Board and answered questions. Mr. Taylor noted the recommendations of the Food and Drug Administration for increased security measures since 9/11 for the food-related sector.

Moved by Mr. Levengood, supported by Mr. Jachym, to grant a variance to allow the addition of barbed wire on top of an existing six-foot security chain link fence for Application 1328, Absopure Water Co. Ayes all.

The existing primary residence has an approximate twenty-foot rear yard setback. With the proposed above ground pool with deck, the rear yard setback would be sixteen (16) feet, zero (0) inches, requesting a variance of four (4) feet, zero (0) inches for rear yard setback.

Mr. Pacheco, property owner, addressed the Board and answered questions. He noted that though the request for rear-yard setback variance is for four feet, the pool deck replacement would only actually extend one foot beyond the existing deck. His neighbor, Dick Schmidt, also spoke, having no objection to the variance.

Moved by Mr. Jachym, supported by Mr. Zdanek, to grant a variance of four (4) feet, zero (0) inches for rear yard setback for Application No. 1329, David T. Pacheco. Ayes all.

5. Application No. 1330 - William F. Printy

William Printy, property owner, addressed the Board and answered questions. He noted the practical difficulty because of the unique characteristics of the property. His neighbor, Jeffrey Schwinn, registered his lack of objections to the variance.

Moved by Mr. Sturdy, supported by Mr. Zdanek, to grant permission for a variance of one (1) foot in fence height for Application No. 1330, William F. Printy. Ayes all.

There being no further business, Chairman Levengood adjourned the meeting at 6:05 p.m.
